Shortly after the Supreme Court struck down parts of Texas' TRAP laws that would shut down a substantial number of abortion clinics in the state, Governor Greg Abbott proposed a regulation requiring health care facilities that perform abortions to bury the fetal remains instead of disposing of them in a sanitary landfill like other forms of biological medical waste.  The fetal burial requirement went into effect on December 19th, 2016.  The concept of the state mandating a non-medical ritual as part of the abortion procedure is offensive and crude, essentially demanding that all citizens adopt the moral, philosophical opinion that fetal tissue is comparable to a living human.   Fetal tissue has the “potential” to become a human, but is not a human yet, does not have consciousness, and cannot exist without the mother host. While semen and ova have the potential to become human life, we do not mourn every ejacualtion. Cum Rags for Congress encouraged people to send semen soaked socks to Gov. Abbott for burial. The action was intended to be crass, humiliating, disgusting, a waste of resources, and absurd, just like the Texas regulation.

Funerary rites are dictated by religious persuasion. This regulation is an attempt to establish the legal precedent of fetal personhood - a philosophical and religious belief that many citizens disagree with.
